This could be a tax scam. As the IRS says, "Remember that if it sounds too good to be true, it probably is. Some recent scams claim that your U.S. refund was not enough and that the IRS owes you more money. Running from April 27 to May 1, the Week is designed to promote behavior that encourages clean air. The Environmental Protection Agenc y has a great site that focuses on a new topic each day of the week. Previous days are also available for viewing. Topics include causes of air pollution, the dangers of air pollution and what you can do to help alleviate it. Indiana is doing its part as well. The Indiana Department of Environmental Management has launched SmogWatch , a site that provides visitors with daily ground-level ozone forecasts and health information. They also have a site dedicated to Continuous Air Quality Monitoring . Their news release provides tips on how to personally reduce ozone levels, including carpooling, turning off appliances when not using them and turning off the air conditioning. For an interactive map that shows air quality levels throughout the country, be sure to check out the National Oceanic and Atmospheric Administration website . Online Resources Clear the Air About Swine Flu There have been a lot of questions about the Swine Flu lately: How is it spread? Where does it come from? Swine Flu is caused by influenza viruses that normally infect pigs. The virus causing the current influenza outbreak is not a swine flu virus, but a combination of human, swine and bird viruses. The flu virus causing the current outbreak, now called Influenza A (H1N1)/North America/Human, has adapted itself to be transmitted from person-to-person. Swine in the United States have not been and are not infected with this virus. Symptoms are similar to normal influenza symptoms: cough, fever, sore throat, and muscle aches. Others have reported runny noses, diarrhea, and vomiting. If you have these symptoms, the CDC recommends that you contact your health care provider. The CDC provides a good set of guidelines for preventing the spread of flu - or any other illness. Health care experts suggest that you stay home if you are sick, wash your hands frequently, and cover your nose and mouth when you cough and/or sneeze. Health officials have warned that this is not an epidemic. Swine flu is not transmitting all that rapidly. It is not even new - the CDC reports that it has been receiving reports every year from 1976 to 2005 about Swine Flu occurrences in the United States. It is important for the public to have access to this information from reliable resources; however, health officials warn that we should not panic. There are a number of state and federal resources that provide information on Swine Flu. They include the Indiana State Department of Health , the Indiana Department of Homeland Security , the Centers for Disease Control and the World Health Organization . For information related specifically to Indiana, see the State Department of Health Press Release . More Job Opportunities Sought for People with Disabilities According to a March press release , the National Council on Disability (NCD) is recommending the creation of more federal job opportunities for people with disabilities. While the NCD acknowledges that strides have been made with laws, regulations and policies, there are still many barriers preventing the hiring of those with disabilities. The ten recommendations are aimed at the Office of Personnel Management (OPM), Congress and even individuals. The NCD claims that existing laws need to be better; however, people with disabilities need to take advantage of current opportunities from the Federal Government. The paper, Federal Employment of People with Disabilities , is available for viewing. People with disabilities interested in federal employment can check out the OPM website on the topic. It has information on laws related to employment as well as tips and advice on how to obtain a position. www.library.IN.gov -------------- next part -------------- An HTML attachment was scrubbed... By subscribing to one of the premium collections, libraries can provide users with unlimited, simultaneous access to a growing collection of titles for a fixed annual fee. "The majority of one-click audiobooks are always available-there's no waiting list to download a new title," said Matt Walker, Recorded Books Vice President of Sales and Marketing. "And with the new enhancements to the NetLibrary Media Center, library users can enjoy quick and easy downloading. It's just one click from media center to your player." Learn more >> View news release >> The Center for the Digital Future releases 2009 report In 2000, the first report of the Digital Future Project created a baseline profile of behavior and attitudes about Internet use and non-use in five major subject areas: who is online and who is not, media use and trust, consumer behavior, communication patterns and social effects. The next seven years of this study, conducted in 2001, 2002, 2003, 2005, 2006, 2007 and 2008, have continued the year-to-year appraisal of more than 100 major issues, now focusing on Internet users vs. non-users, as well as light users (five hours or less per week of use) compared to heavy users (more than 24 hours per week of use). Among the highlights: * The amount of time that Internet users spent online has grown in each year of the Digital Future studies, and has now surpassed an average of 17 hours per week. The study found very large differences between the online hours of heavy users and light users. Light users spent an average of 2.8 hours per week online, compared to heavy users who average 42 hours a week online. * In the current Digital Future Project, 81 percent of Internet users said that government Web sites were generally reliable and accurate-about the same in 2007. Faith in news pages posted by established media (such as nytimes.com and cnn.com) decreased, and is now at the lowest level yet reported in the Digital Future studies. The percentage of Internet users who said that most or all of the information provided by search engines such as Google is reliable and accurate rose slightly in the current study after a decline in 2007. * Although Internet users express strong negative views about advertising online, they prefer Web ads to support Internet pages rather than personally paying for content. Fifty-one percent of users agreed or strongly agreed that they prefer having free access to online content that has advertising accompanying it (similar to television shows on commercial broadcasts) rather than having to pay for the content. * Fifteen percent of Internet users reported that they are members of an online community-no change over 2007, and still the peak level so far in the studies. Online community members continue to report increasing average time as members of those communities compared to 2006. The largest percentage of users who said they were in an online community said their community is related to their hobbies. The group developed 14 use case scenarios around academic libraries and scholars, archivists and archival users, and institutional repositories that provide the context in which different communities would benefit from aggregating information about persons and organizations, corporate and government bodies, and families, and making it available on a network level. The just-published Networking Names report summarizes the group's recommendations on the functions and attributes needed to support the use case scenarios. Exhibit Hours are scheduled from 9:00 a.m. - 5:00 p.m. Departure time from Indianapolis (Indiana Library Federation office) is still being determined as the bus will make one stop in Lafayette on the way to Chicago at a location to be determined, but our goal is to get you to Chicago in time for the Exhibits opening at 9:00 a.m. Further details as to specific times will be forwarded to you closer to the conference. The trip will be operated on a cost recovery basis - so we'll need to have enough registrations to cover our costs to make the trip a go. Credit cards will not be charged and checks will not be cashed until two weeks prior to the trip. An exciting feature for this year's conference is that you can get your exhibits pass for free! Just visit this link http://registration.experient-inc.com/ShowALA092/defaultexhguest.aspx to register for your complimentary exhibits pass. If you are unable to secure a free pass, one may be purchased onsite. Please fill out the attached registration form and return to the ILF office. One-fourth of colleges surveyed indicated that they used Web search or social networking technology to locate information about prospective students. The paper suggests that colleges are also more likely than not to use social media in promotion and student recruitment. Other findings: * More than half (53 percent) of colleges monitor social media for "buzz" about their institutions. * A majority of colleges maintain a presence in social media, as 33 percent of colleges maintain a blog, 29 percent maintain a presence on social networking Web sites, 27 percent maintain message or bulletin boards, 19 percent employ video blogging and 14 percent issue podcasts. Thirty-nine percent of colleges reported using no social media technology. * Eighty-eight percent of admission offices believed social media were either "somewhat" or "very" important to their future recruitment efforts. The federal government's Jewish American Heritage Month web portal introduces stories of Jewish Americans, electronic exhibits and collections, and images of famous Jewish Americans like Leonard Bernstein, Betty Friedan, and Edward Koch. Agencies responsible for the website include the Library of Congress, National Archives and Records Administration, and the National Endowment for the Humanities. One story that is especially interesting from the U.S. Holocaust Memorial Museum, is that of Jewish Parachutists from Palestine . This was a group of men and women who signed up to help the British Army parachute into German-occupied Europe as aid to Allied personnel. The National Register of Historic Places also features structures and parks related to Jewish Heritage on their Jewish American Heritage Month 2009 website. The new National Museum of American Jewish History will open next year in Philadelphia, P.A and features "one of the nation's largest collection of Jewish Americana." Take a look at the new structure and visit their website ! Federal Grants Support Your Local Farmers Market Indiana's Farmers Markets offer a wide variety of fresh fruits and vegetables from strawberries and blueberries to melons, asparagus, and especially corn. Farmers Markets are one of the best ways to support your local economy as well as enjoy various fresh produce. Farmers Markets are widely available and popular, in part, due to the Farmers Market Cost Share Program . The Indiana State Department of Agriculture (ISDA) is once again utilizing funds from USDA's Specialty Crop Block Grant to offer a cost-share reimbursement program to provide grants to Indiana farmers' markets. If you are interested in participating in this program, you can get detailed information from the Program Guidance and Application form . There is also a New Vendor Form available. For guidelines on the Cost Share program, be sure to check out the ISDA's website . To find a Farmers Market near you, check out the Directory . Finally, for general information and facts about the markets, you can go to the USDA informational website . Lyme Disease Awareness Highlighted This May Summer is coming and that means that people are spending a lot more time outside. Unfortunately, being outside means an increased exposure to ticks and Lyme Disease. That is why May has been declared Lyme Disease Awareness Month. Lyme Disease is spread through tick bites - specifically, through the bites of Blacklegged Ticks, also known as Deer Ticks. Lone star Ticks and Dog Ticks (also known as Wood Ticks) are not known to carry the disease. Be sure to visit the CDC page on Lyme Disease Transmission to compare images of the different species. According to Medline Plus , Lyme Disease is characterized by a fever, headache, muscle ache, joint swelling, and a rash that usually resembles a bullseye. Lyme Disease can be cured by antibiotics, particularly if it is caught early on. Although you cannot catch Lyme Disease from your pets, it is important to check them for ticks when they come in from outside. You don't want them getting the painful disease either! Statistics provided by the CDC show that Indiana has a very low rate of infection. In 2007, there were only 55 reported cases (as compared to 1814 reported cases in Wisconsin). However, if you are camping or traveling to another state, particularly on the East Coast, make sure to take precautions. These include insect repellent and wearing long-sleeved clothing. See the CDC for complete instructions . USPS Adds Their Two Cents to Postage Stamps Starting Monday, May 11, the US Postal Service increased its postage rates. First class stamps increased from $0.42 to $0.44. Forever stamps may also be used under the new rates, regardless of what price they were purchased at. For a complete list of the change in price, see the USPS website . Not all rates have changed - as per the Postal Accountability and Enhancement Act of 2006 (PL 109-453), mailing rates increase every May, while parcel rates increase in January. www.library.IN.gov -------------- next part -------------- An HTML attachment was scrubbed... In this 3-part series, we?ll discuss motivation; what it is and what it isn?t. We?ll brainstorm together to create a list of ways you can help create a motivating environment. We?ll discover the power in praise, and how to use it effectively. Tips on effective coaching and counseling will help you reduce the need for reprimands ? whew! What a relief! Don?t miss this 3-part series; even if you can?t attend all 3 sessions, you?re sure to find tips and techniques you can use immediately to continue your quest to Create A Positive Environment. Session I, Creating a Motivating Environment, gets right down to the nitty-gritty. What is motivation and what does it look like in our workplace? What do employees really want? How can we provide what they want without ?breaking the bank? ? or the budget in our case? During this session, we?ll brainstorm as a group to come up with a list of at least 15 no- or low-cost ways of creating a motivating environment...this one?s going to help us get our creative juices flowing ? you won?t want to miss it! In Session II, The Power of Praise, we?ll discuss just that ? the incredible power of praise ? when to give it, how to give it, and to whom. You?ll receive 8 ?praise phrases? that show people you?ve noticed and appreciate who they are. We?ll discuss why singing the praises of your employees helps create that motivating environment we all like to work in. And I know you! You?re thinking, ?But I have someone whose praises don?t warrant singing.? Ah, well...we?ll see about that! Session III, Coaching for a Win-Win, helps us deal with coaching and counseling, before the need for a reprimand arises. You?ll know when to use which technique, why it?s important to consider the differences, and why supervisors tend to avoid these vital areas of effective management. You?ll also be given tools that will help you deal with the dreaded case of the necessary reprimand ? and you?ll leave the workshop feeling more confident in your ability to handle it well. It?s an area most of us would rather forget ? but as supervisors, it?s not likely we?ll get off scot-free. Why not feel in control when handling these necessary parts of your job? This workshop has been approved for 3 Library Education Units (LEUs) from the Indiana State Library. Meal No meal is provided with this event. OCLC has adopted a new governance structure designed to extend participation in the cooperative to an increasing number of libraries and cultural heritage institutions around the world. On May 20, 2008, Members Council approved changes to the Articles of Incorporation and Code of Regulations that had been recommended by the Board of Trustees. The changes will transform the current Members Council into a Global Council that connects with Regional Councils around the world. The new Global Council will replace the Members Council, the governing body that has guided the cooperative since June 1978. Jan Ison, Executive Director, Lincoln Trail Libraries System, will serve as Global Council President. Jennifer Younger, Edward H. Arnold Director of Hesburgh Libraries, University of Notre Dame, was elected Vice President/President Elect. Chairs of the Regional Councils will comprise part of the Executive Committee. Chew Leng Beh, Senior Director of Library and Professional Services and Director of SILAS, National Library Board, Singapore, will chair the Asia Pacific Regional Council; Patrick Wilkinson, Director of the University of Wisconsin-Oshkosh Library, will chair the Americas Regional Council; and Berndt Dugall, Direktor/Librarian at the Universitat Frankfurt, will chair EMEA (Europe, the Middle East and Africa) Regional Council. Additional members of the Global Council Executive Committee are: Anne Prestamo, Associate Dean/Collection & Technology Services, Oklahoma State University, University Libraries (Americas); Vic Elliott, Director, Scholarly Information Services & University Librarian, The Australian National University (Asia Pacific); and Poul Erlandsen, Head, Document Access Services & Collection Management, Danish University of Education, National Library of Education (EMEA). "Whether we're working as part of Members Council, the Global Council or the Regional Councils, we must continue our intimacy with OCLC products and services on behalf of our libraries and the constituents we serve," said Members Council President Loretta Parham, Library Director and CEO, Robert W. Woodruff Library at the Atlanta University Center. During the May meeting, Members Council considered a new definition of OCLC membership: "Any library or other memory institution that embraces the OCLC values of collaboration and sharing is welcome. Institutions worldwide become members of OCLC by contractually agreeing to contribute intellectual content or share resources. Our cooperative is strengthened by our membership's diversity, such as geographical, institutional type, or size." This definition will be considered by the OCLC Board of Trustees at its meeting in June; if they approve, the new definition will be added to the Membership and Contributions Protocols that take effect July 1, 2009. Members Council approved frameworks for each of three Regional Councils: Americas Regional Council, EMEA (Europe, the Middle East and Africa) Regional Council, and Asia Pacific Regional Council. Through participation in the Regional Councils, members can bring resolutions to the table for direct consideration by OCLC management. While the Global Council will retain the authority to vote on Board of Trustees appointments and changes to OCLC Foundation Documents, OCLC will be provided advice and direction from all OCLC members through the Regional Councils. "This change will enable more organizations all over the globe to provide feedback directly to OCLC," said George Needham, Vice President, OCLC Member Services. "We're looking to member libraries, museums and archives to help us discover, develop and roll out the ideas that will drive the future of information services." Each Regional Council will select a chairperson and administrative officers who, in cooperation with OCLC, will plan at least one live Regional Council meeting annually, and may schedule additional virtual meetings as needed. OCLC will support these meetings where all members in the Region will be able to participate in discussions, advance ideas, and vote on resolutions related to the cooperative. Reports and Presentations "I attended my first meeting of the then Users Council in May 1998. The theme of that meeting was 'Internationalize: The Value of OCLC Membership in a Global Library Community,'" said Jay Jordan, OCLC President and CEO. "That is a theme that runs throughout OCLC's history, from the Ohio pioneers to the nationwide network of 1978 to the international OCLC of today. The more libraries and cultural heritage institutions in the OCLC network, the better." Mr. Jordan discussed some of the services Members Council has helped OCLC to develop over the years, such as the WorldCat Local service. OCLC recently announced plans to create Web-scale, cooperative library management services and provided an opportunity for member libraries to take the first step to realizing this cooperative service model with a new, "quick start" version of WorldCat Local. "Our strategy for Web-scale builds on OCLC's 40-year history of innovation and cooperation," said Mr. Jordan. "In 1967, OCLC Founder Fred Kilgour revealed a strategy to create an online union catalog through shared cataloging in order to reduce individual transaction costs for libraries. The result has been WorldCat, which has saved libraries millions of dollars in cataloging and interlibrary loan costs. Today, we are extending that strategy of cooperation to reduce the costs of library management functions such as circulation and acquisitions." Jennifer Younger, Edward H. Arnold Director of Hesburgh Libraries, University of Notre Dame, and chair of the Review Board on the Principles of Shared Data Creation and Stewardship, presented a report to Council on the Review Board's progress. The Review Board has discussed and gathered information about the proposed Policy for Use and Transfer of WorldCat Records, which has been delayed after questions and concerns were raised about the policy. The Review Board recommended in its report to Council that the proposed policy be formally withdrawn, and a new policy should be drafted. "We affirm that a policy is needed, but not this policy," said Ms. Younger. Until a new policy is in place, the Review Board suggested that OCLC reaffirm the existence and applicability of the Nov. 16, 1987 "Guidelines for the Use and Transfer of OCLC-Derived Records." The new policy should be based on clearly articulated principles, impart confidence to members and partners building strategies predicated on WorldCat, and support innovation, according to the Review Board report. The Review Board is accepting feedback on its report http://community.oclc.org/reviewboard. The Review Board will submit a draft report for the June meeting of the OCLC Board of Trustees, and plans to finalize its report by the end of June. Video of Ms. Younger's report can be viewed at http://vidego.multicastmedia.com/player.php?p=v07n97t9. Anne Beaubien, Director, Cooperative Access Services, University of Michigan Library, and Chair, Rethinking Resource Sharing Steering Committee, an ad hoc group that advocates for a complete rethinking of the way libraries conduct resource sharing, presented a report from "Resource Sharing, Looking to the Future," a forum held at OCLC earlier in May. Ms. Beaubien suggested that it is time to rethink approaches to resource sharing for a variety of reasons: the Internet has changed user expectations; more people work outside the library context; everyone manages information differently; increased use of mobile devices; and the publishing world is changing. If libraries are to improve resource sharing, they must focus more on user needs, eliminate jargon, offer services outside the library, look for useful models outside the library, measure user satisfaction and remain vendor neutral. Libraries must be inspired to meet user expectations through innovative resource sharing service, said Ms. Beaubien. Delegates participated in a Global Issues Panel Discussion with Graham Jefcoate, Directeur Universiteitsbiblioteek, Radboud Universiteit Nijmegen, serving as Chair, and panelists Vic Elliott, Director, Scholarly Information Services & University Librarian, The Australian National University; Beth Barlow, Chief Librarian, Surrey Public Library; and Robin Murray, Vice President, OCLC Product Management. Much of the discussion centered on current economic conditions, their effect on libraries and library services, and how OCLC can help libraries through innovative services and cooperation. Council heard OCLC staff reports on: * Social Networking and WorldCat. Jasmine de Gaia, OCLC Global Product Manager, WorldCat Consumer Discovery, demonstrated some of the new social networking features now available on WorldCat.org (www.worldcat.org ). * Moving the Global Council to the WebJunction Private Web site. Chrystie Hill, Director, WebJunction Community Services, provided a brief demonstration of how the Global Council can stay up to date, communicate and work together on the new WebJunction (www.webjunction.org ) community site. Delegates also took time in a panel discussion to reflect on 31 years of Members Council accomplishments, and look forward to the future with a new, global governance structure in place. About Members Council The 71-delegate Members Council supports OCLC's mission by serving as the key discussion forum and communications link between member libraries, regional networks and other partners, and OCLC management. By providing a channel for recommendations and questions from Members Council delegates, approving changes in the Code of Regulations and electing six members of the Board of Trustees, Members Council helps shape the future direction of OCLC. We were very likely listening to Jennifer Younger's masterful presentation of the report from the Review Board on the Principles of Shared Data Creation and Stewardship, which was very well received by the Council. The following day, Jennifer was elected Vice-President/President-Elect of Global Council, and will work with Jan Ison, the new President of Global Council, to get the new organization off to a good start. Though I take some credit for "nudging" her to run, Jennifer has only herself and her stellar professional track record to blame for her election! J It seems to me that we in the state and in the network can take some pardonable pride that "one of ours" will be leading the global organization, and we wish her the best as she takes on this new challenge. -Pat Kantner View as Web page | Manage my e-mail subscriptions | Forward to a friend OCLC May 18, 2009 ? Members Council also drafted a new definition of OCLC membership, which will be considered by the OCLC Board of Trustees at its meeting in June and, if approved, added to the Membership and Contributions Protocols that take effect July 1, 2009. In addition, delegates heard a report from Jennifer Younger, chair of the Review Board on the Principles of Shared Data Creation and Stewardship, that recommended the proposed Policy for Use and Transfer of WorldCat Records be formally withdrawn, and a new policy drafted. View meeting report >> OCLC engaging libraries interested in implementing public awareness campaign Supported by a grant from the Bill & Melinda Gates Foundation , OCLC is developing a new community-based public awareness campaign designed to highlight the vital role of public libraries in today's challenging environment and to increase local library support. OCLC is partnering with libraries and library systems in parts of Georgia and Iowa, and will work in conjunction with library directors and staff to launch the awareness campaign in summer 2009. The campaign will run through December 2009, followed by a transition period of three months after which communities will have the opportunity to use the campaign strategies and materials for subsequent public awareness initiatives. OCLC is extremely thankful for the commitment and continued guidance from all of the participating libraries and library systems in Georgia and Iowa. OCLC is also accepting Interest Forms from individual libraries and library systems in other parts of the U.S. interested in participating in the program. OCLC will select six to 12 participants based on a variety of criteria, including local need for increased library support, library funding structure, available resources, and readiness and commitment to implement an awareness campaign. Selected participants will receive modest financial assistance from OCLC, support from an OCLC field manager, and select materials and survey tools to manage the campaign over a minimum period of six months. Candidates should submit the Interest Form no later than June 5, 2009. For more information about the project and submission criteria, please visit the advocacy page of the OCLC Web site.
